Oh wow, I would want to find out the details about that timing belt snapping before forking over anything more than a dollar for that car. You want to find out when it happened and the circumstances.
You want to know when so that you can find out how long the car's been driving properly on the rebuild head. You want to know the circumstances (RPM and throttle opening at which the snap occurred; why they neglected the belt long enough for it to snap, etc) of the timing belt problem so you can be sure there are no other problems. If they had the head off, they were probably able to see if there was any damage to the pistons, but you never know.
What about the rest of the car? You say good condiiton, but what does that mean? How's the body, paint, and interior? Suspension? Anything wrong underneath the car (inoperative aux fuel pump, leaks coming from anywhere, funny colored smoke, etc.
Assuming everything is okay, I'd go for $1500.
