Not sure about PIVATE property, but in the OP's state, the police can pull over cars on private property. Don't know the rules in GA. In TN, a parking lot that is open and and accessible to the general public is fair game for certain infractions like DUI, reckless driving, leaving the scene of a crash, etc. lesser traffic infractions such as speeding and disregarding traffic controls are not enforceable. As an aside, if it's a CCA autocross, don't let national hear about 70 mph speeds.
