Well I figured as long as we have evidence that the seller is a scammer (which we do now) I figured it shouldn't be too difficult of a process? The problem with PayPal is that if you've received something, they're going to tell you to # sand. Doesn't matter if it's the wrong item or what.
If you used a credit card, your best bet is to go through your credit card provider.
It's for these reasons I will only deal with trusted sellers.

Here's some pictures of the actual package. You can tell that I wasn't too happy when opening it. The tracking number on the package matches the supplied tracking number supplied by PayPal and the package has my correct name and address (obviously). When it went through customs, the seller wrote that the value of the item was $1. I find it highly unlikely that the seller simply made a "mistake." Nonetheless, the representative from Paypal said it should be an easy claim due to the fact that the claim doesn't concern the quality of the item received but the item itself. A cluster gauge is not remotely close to any car bumper. The only thing that I'm worried about at this point is having to ship the gauge BACK to Bulgaria and waste time and money when I should be throwing my money at Ivo.

In my particular case, I received an item that is not remotely close to the size/price of car bumpers. Because my case has nothing to do with subjectivity (i.e. "The product is not of quality the seller suggested"), she said the claim will be straight forward. Basically he has 10 days to respond to the dispute. The money is frozen. If he does not respond within the 10 days, all the money is returned. If he does respond, he'll have to be a pretty damn impressive lawyer to convince PayPal that a cluster gauge doubles as car bumpers.
You other buyers will most likely have to wait until your package comes. Hell, it might even be the euro bumpers you bought. Who knows.

I just made a payment on the 31 of January... I haven't received anything yet but seeing this... I don't think I'm getting any bumpers.. I'm going to call paypal tomorrow... How did you setup the claim without receiving your package? My item is supposed to arrive today...Bing wrote:Yea called, so they can freeze the money immediately... Well I told them, I'm not the only one been scammed. I reported to them that other forum members receive something totally different... So they put the money on freeze... The claim has already gone through and I'm receiving a full refund. I still have to pay for shipping to Bulgaria which sucks but good to know PayPal came through. As I said before, if you received a tracking number you should wait until you receive the package before filing the claim. You don't know what you're receiving yet and the claim in contingent on what you actually get.

I called PayPal directly and talked to a representative. I told her the situation and she took care of the rest. I believe once you receive the wrong item and tell PayPal what you received, it will fall under their jurisdiction to refund the money through PayPal and not the seller. The protection program states that if you receive a product completely unlike what you intended to buy, then PayPal has the right to demand money back from the seller and give it back to you. Basically wait until you receive the package and hope it's a very small item because you might have to send it back.

Hope everything goes as well as it did for me. After looking at shipping estimates from USPS, it's going to cost +- $25 to ship it back. I told PayPal that this is ridiculous because the item is essentially worthless and to request from the seller an OK to not send it back. PayPal surprised me and said they'd reimburse me for shipping costs up to $25.

In case nothing changes, give us a name (from the shipping label) and city (the paypal username hints the city of Bankya). The Bulgarian BMW forum might be a good point of reference for such business.
