can i turbo my 528e? and what is the stock comp ratio? and what would it take?

Either a system from http://www.turbochargingdynamics.com/ or lots of know-how and parts scrounging/fabrication by you. The former would be $$$$, but with very high quality and proven results. The latter is dubious, ipso facto that you asked the "can i turbo my 528e?"

Your compression ratio, in a US car is 9.0:1. TCD makes an M20 turbo kit. You would have to figure out your own tuning. Installing a 325i cylinder head would drop your compression ratio significantly for a turbo application, plus it would flow pretty well, however the stock cam/head has significantly less overlap.

would a garrett t-3 work ok on this motor? and what size exuaust pipping should i use? does this cars engine has the same exaust port size as a 325e ?

What t3, as there are many t3 compressors. What boost? As rule I would say that it would be bordering on too small.
and what size exuaust pipping should i use?
I would use 2.5 as a minimum, but would probably just go with a 3" exhaust.
does this cars engine has the same exaust port size as a 325e ?
I believe that all the eta motors were pretty much the same, so I'll go out on a limb and say that they are the same.

The head was identical on all models prior to 1988, in both E28s and E30s.

Thanks for the clarification, I completely forgot about the super eta ('88 MY), whose head is different.

BMW came up with the moniker. The e on the decklid stands for eta, which is a greek alphabet letter which is used by engineers to represent thermal and other efficiencies.
