He would have been better off changing the pitch of the turbine blades with a set of vise-grips.

I've done some stupid things. I don't know anything about turbos. I can't weld. My car is slow.

I'm surprised the bonehead didn't just use a regular arc welder @ about 75amps & melt the whole thing! :rofl:
