Brand new in the box and since they're brand new in the box they've obviously never been used.

I bought them but then got another deal so i'm letting the complete set go for 325.00 , or make me an offer,plus shipping ( the amount on shipping is dependent upon where they are being shipped to). I am taking a loss on them but I don't feel like dealing with returns etc...

These are still available! I've had a couple of offers so far but as of yet haven't seen any money. To reiterate, these are brand new and in the box. The only vehicle they've seen is the delivery truck which brought them here.

if you are asking, do they match the spring rate, then the answer is no. No shock matches the spring rate from the factory on these cars. If you are asking if they work well with stock springs then the answer is yes.

What would be any advantages/drawbacks to valving the shocks stiffer, or looser than the springs

for your average person dont even worry about it, not kidding.

Anyway, revalving a bilstein consists of changing the washer stacks on the inside, all they are doing are changing the resistance to flow of the oil inside the damper to speed it up or slow it down, to say it simply.
when the spring gets stiffer, the valving of the damper needs to be matched, otherwise the spring is doing most of the work and its bouncy.
HDs are fine for most lowering springs on these cars since they arent really stiff to begin with, when you go coilovers thats when you need to have them revalved (around 280 a set+cost of shocks).
