No, it is, this came up on Digg.com a while ago, and someone who commented the story found the entire ftp containing that picture, and all of the pictures leading up to and after that picture was taken. Turns out the rubber pool was enough insulation that they didn't fry. That being said, they're still somewhat challenged.

Judging by their pasty white skin they're a couple of electrical engineers who set the whole thing up, after seeing similar pictures of electrical atrocities in their trade magazines.
I get a trade mag called ECM, and there's a feature in every issue called Electrical Code Disasters. There's always a picture of a guy on a metal stepladder in the middle of a swimming pole with an electric drill, things like that.

That being said, they're still somewhat challenged.
Voltage is voltage potential, like birds on a wire, as long as you are only exposed to once side at a time, you're cool. And water, pure distilled water, is an insulator, not a conductor, so maybe they had distilled water in there. And finally, as long as they're plugged into a GFI, they should be fine, that's what a GFI is all about...
