The tach from a 535i goes to 7k, although it redlines just over 6k. An M5 tach probably redlines higher, but it doesn't have the fuel economy gauge.

The instrument cluster design changed midway through the '86 model year. I'm not sure if the tach and speedometer changed with it, so you might want to be wary of getting instruments from an old style instrument cluster (3 red SI lights, vs. 1 red SI light for the new kind).

You might try finding a good used E30 325i cluster. That or just the tach. The cluster won't work in an E28, but the tachs are a direct swap. Just open up the cluster, carefully remove the tach by pulling up on it, unplugging it from the cluster, and swap them out.
