How to turn off signatures and avatars?

How to turn off signatures and avatars?
I'd like to do so at work and when on my phone, but am apparently too stupid to figure it out. Can someone give me a hand?

The only "issue" with the feature and what you're asking for is that it's not a location specific setting. In other words, sigs and avatars are either on or off for a given user.
