HX40 holset on b34/turbo advice needed

The HX40 is typically a diesel turbo and is very reliable and has proven itself over the last decade. From all my research, the HX40 spools very fast and delivers power instantaneously.

I have been thinking about building a turbo b34 recently as well. And saw good and tights build and that have me a little confidence, but the more I run my own numbers I am increasingly concerned with surge. I wouldn't like to run much more than 14 or 15 psi tops and it seems like it is right on the surge line. I have only recently started getting into the numbers side of all this. And I was hoping for some education on how close you can be to the surge line without having to worry. Or maybe even some clarification on how to properly determine the points on the compressor map.
