Because my case has nothing to do with subjectivity (i.e. "The product is not of quality the seller suggested"), she said the claim will be straight forward. Basically he has 10 days to respond to the dispute. The money is frozen. If he does not respond within the 10 days, all the money is returned. If he does respond, he'll have to be a pretty damn impressive lawyer to convince PayPal that a cluster gauge is also car bumpers.
I just made a payment on the 31 of January... I haven't received anything yet but seeing this... I don't think I'm getting any bumpers.. I'm going to call paypal tomorrow... I will call now, don't think they are open....The payment came out my account already... Do you think it's still frozen on his side.. Thanks got the update everyone

Yea called, so they can freeze the money immediately... Even though once you make a dispute it automatically freezes the money anyway... But call to make sure, they can start the process even faster.

How did you setup the claim without receiving your package? My item is supposed to arrive today...

BTW, a little tidbit for you guys on international payments via PayPal:
Need to file a dispute? If you have a problem with this payment to someone in another country, you have up to 180 days to file a dispute.

Hope you guys know not everyone with Bulgarian blood pulls these kind of scams....

Well I told them, I'm not the only one been scammed. I reported to them that other forum members receive something totally different... So they put the money on freeze... Once you make a claim...if they don't here from seller... Money will be returned in your account.

:) This makes me smile. Only because I'm imagining some sort of eastern-european street justice. Then again, I'm probably watching too many Hollywood movies.

Here's hoping you guys get your money back.

Maybe we can gather all the bogus parts together and assemle something and then burn it in effigy.

I received a response from the seller via paypal. All he wrote was the tracking number that I received initially.

RI096223086BG

which still doesn't show any updates

Update

The claim has already gone through and I'm receiving a full refund. I still have to pay for shipping to Bulgaria which sucks but good to know PayPal came through. As I said before, if you received a tracking number you should wait until you receive the package before filing the claim. You don't know what you're receiving yet and the claim in contingent on what you actually get.

Woah, which method did you select? This is what the seller says via PAYPAL:
From Seller - Vintageautopartsbankya2/4/2014 11:37 PST
We apologize for the situation. There's been confusion in the
warehouse for many items. Please return our consignment to refund your payment.
Paypal also declined my request for refund.

I called PayPal directly and talked to a representative. I told her the situation and she took care of the rest. I believe once you receive the wrong item and tell PayPal what you received, it will fall under their jurisdiction to refund the money through PayPal and not the seller. The protection program states that if you receive a product completely unlike what you intended to buy, then PayPal has the right to demand money back from the seller and give it back to you. Basically wait until you receive the package and hope it's a very small item because you might have to send it back.

Hope everything goes as well as it did for me. After looking at shipping estimates from USPS, it's going to cost +- $25 to ship it back. I told PayPal that this is ridiculous because the item is essentially worthless and to request from the seller an OK to not send it back. PayPal surprised me and said they'd reimburse me for shipping costs up to $25.

+1

Not very happy hearing/reading about this kind of stuff as well.

Judging by this there might be some resolution:
From Seller - Vintageautopartsbankya2/4/2014 11:37 PST
We apologize for the situation. There's been confusion in the
warehouse for many items. Please return our consignment to refund your payment.
But then again the seller should have stepped up here and addressed the issues.

In case nothing changes, give us a name (from the shipping label) and city (the paypal username hints the city of Bankya). The Bulgarian BMW forum might be a good point of reference for such business.

I missed the package but scheduled it for re-delivery tomorrow. We'll see what kind of treat I receive.

RI095832925BG, that's the tracking I got via PayPal from seller, so now I gotta wait till I receive the item... If it's not what's expected then I can change the claim. Don't even know the shipping company.

Shipping company will most likely just be the postal service

I just got an air vent in the mail. Same size box, etc. as reesesboot. Paypal froze the money and the seller has up to 10 days to respond. Looks like we all got screwed.

I'm interested in what random parts are in the boxes. Also, call PayPal and tell them that sending the item back will cost more than $25 - or 25 times the worth of the product depending on what's in the box. The representative told me after I ship the product PayPal will reimburse me up to $25. Hope everything works out.

Amazing that the guy doesn't even have the decency to send a Euro part in lieu of the bumpers.
