do U.S. M5's have rear fogs built in the shadowline tail lamps?

To my knowledge, no US cars (including the M5's) had the rear fogs built in. But, I am sure that they can be wired in after the fact.

jsut add the bulbs and find a euro fog light switch and ding you have rear fogs I believe....

Do the rear fogs go in the empty socket on the tail-light housing? If so, the US M5 is no different than any other E28. The harness has no wire going to that place on the connector. Last week I used that place to add a brake light and I had to make a spade connector to fit in the connctor housing and jumper a wire also.

That's what I did. There are some blank pieces that you break out to install the bulbs. You can choose to either do one side or both, depending on which country's rules you want to follow. I'm running one to avoid having them look like brake lights.

I also installed the euro dash panel symbol strip. I don't have the p/n anymore though.

Actually.. I plan to do just that, wire the "fog lamp" empty slot as an extra brake light.
